BIBA 2025: Emerging risks creating construction complexity

Martin Parker discusses how emerging risks are reshaping the construction sector


Speaking to Emerging Risks at the 2025 BIBA Conference, our head of construction, Martin Parker, shared his perspective on how emerging risks are reshaping the construction sector, and the important role brokers play in helping clients respond.   

Martin highlighted that while traditional site risks remain, new and interconnected pressures—from supply chain challenges to modern methods of construction, digital transformation, and regulatory change—are creating a more complex claims environment.   

He pointed to increased cyber risk, contract disputes, and the implications of legislation such as the Building Safety Act 2022 as key areas brokers should be discussing with clients.

“Supply chain fragility, rising litigation, building innovation, regulatory change, and the growing adoption of digital technology are all contributing to new risk challenges. Combined, they are creating a broader and more unpredictable risk environment,” he says in the piece.
