Zoe joined Markel Tax in November 2025 after 28 years at HMRC, where much of the time she investigated the hidden economy and tax evasion, including specialist taskforce work. Over that period, she developed deep insight into HMRC’s evolving procedures and practices.
Since leaving HMRC in 2019, she has supported clients facing HMRC enquiries and disputes - handling investigations, advancing appeals and managing disclosures, including Code of Practice 9 (COP9). She has extensive knowledge of HMRC’s investigation, information and assessing powers and has handled many technical, complex, and contentious matters for both individuals and companies.
Zoe takes a clear, practical approach, tailoring strategies to each case. She helps turn uncertainty into progress - whether a matter needs a structured plan or a steady steer with pragmatic steps that lead to resolution with the right outcome.
