Tracy Phelps is qualified to master’s level in Strategic Management and has 20 years diverse experience working with offenders, youth justice, childrens residential care and secure accommodation and the local authority. She specialises in working with people with complex trauma led behavioural needs and has many years’ experience as an Ofsted Registered Responsible Individual supporting organisations and inspections. Tracy has also supported organisations as a Regulation 44 independent visitor.

Tracy has expertise in environmental sustainability, quality audit and compliance with a strong educational focus holding three director roles. She has significant experience in large scale change projects and business transformation effecting changes to culture and staff attainment. She specialises in leading teams to improve services and performance and enabling organisations to transform both culturally and operationally. In particular, she has worked on specific projects relating to governance improvements, business reorganisation, corporate planning, quality improvement and risk. She is experienced in working with Regulators, Commissioners, Social Services, and the Voluntary Sector.

Tracy holds a Post Graduate Diploma in counselling and worked for over 12 years with the armed forces with educational, resettlement and quality programmes worldwide. Tracy remains a volunteer mentor for SSAFA (soldiers, sailors, airmen, and their families) and is a qualified assessor, external quality auditor for several awarding bodies and subject matter expert for care services.
